Those appear to be re-centered military 8-bolt rims, a common mod for non-HUMMER rock crawlers to use military HMMWV wheels - USA6x6 used to offer packages like this; the "donor" wheels are readily available for cheap, but are not rated to withstand higher air pressures and/or radial tires. The centers get cut out and new centers welded in to reduce the original backspacing, so that they can be used on "regular" trucks or rigs -- usually backspacing will be somewhere in the 4.5"-5.5" range after this modification. The beadlock inserts are PVC pipe.

I run a set of wheels similar to these on my truck when using my Pitbull Rockers because they are 16.5" wide, and would not fit on my truck using stock wheels.

If you have state DMV safety inspection they will not pass a safety unless the inspector is asleep. [Recentered welded wheels are not DOT approved]

That being said I'd stick with the OEM non altered wheels. I just saw 4 24bolt's for sale brand new with new BF Goodrich Baja T/A's in LA for 600-700$, I passed since I just got 6 of them a little while ago.

As Manny stated, it's a good deal for a non-h1 truck or a modded trail rig with the 8 lug wheels.. speaking of surplus wheels and tires, I've started to see 90-95% MTR's [not MT's] popping up for around $100 with a few guys dropping MT tires down to 30$ in response, that's going to be crazy, I may be running 16.5" wheels for a long time if that's the case ...
