I have a STAB STS/TRACTION Error on my 2006 H3, along with my Cruise Control not working. Are these things all tied together, and are there any obvious things I can check to restore these?

Could be wheel speed sensor issues. That will trip up the stability system and if I recall correctly, cruise control doesn’t like to run if the stability system isn’t functioning. A good shop should be able to diagnose which if any is the culprit. A knock off
Tech II scanner has worked for me in the past.

Breaking this issue into logical segments will help.
Start with ohm'ing out each wheel speed sensor.
Next ohm out ur wheel speed wiring to its module under hood. (This should give readings in the low ohm rating)
After this check ur transfer case shift motor (is wiring to it with proper values and control motor itself)
Upon thorough testing with DVM proceed to tccm/ecm/pcm/fuse box etc.

What happy hummer said-- this is wheel speed sensors, and they will block other things from working, you also won't get it to shift to 4 low without working wheel speed sensors.

Find a friend or shop with a upper end scanner, it will show what is throwing the code. My steering wheel position sensor caused my STAB SYS code.
