Looks like all of the textured plastic on bumper, a pillars, etc has been sanded smooth and painted. Maybe the flares were textured plastic that were sanded too.

They look like the +80mm H3 flares you can find on ebay, from Kazakhstan. Maybe they changed the mounting to go from inside, and filled the exterior fastener area.

Those look wider. Also there is no indentations for holes to bolt them in that we can in the photo.
