When I lived in that area one of my neighbors would buy vehicles like this, fix them up with his brother who owned a body shop, and sell them as perfect condition never wrecked cars. Carfax to prove it....

Actually, I know in Cali it would still be a clean title. It was never deemed at total loss. Therefore no salvage title. Dealt with a guy that bought vehicles like that. Loophole, person that buys it next is screwed when they figure out how bad it was wrecked and they got boned.

Not only clean title, but if the wreck was never reported and no insurance claim filed, carfax would claim it was never wrecked.

Don't you think it went through insurance but owner bought it back so no title changes. but when new owner get new title it will be salvaged?

It would only be salvage title if the insurance company determined it to be totalled, at which point the owner would have had the option to buy it back. As it's listed as clean title, either the person did not file an insurance claim or insurance determined it was not totalled and just paid what they estimated it would cost to fix.
