I know on some vehicles its a simple matter of moving a fuse over one notch, can this be done on an H3 and how.only looking to key the dash sockets

I don't recall an ignition-only option for these, though I could be wrong. It's one of the reasons I would hardwire accessories like a dash cam so I would not have a measureable draw, though I would leave a USB adapter in there (without anything plugged into the USB).

Hmmm...interesting. It could be done fairly easily with a relay. Maybe key one of the two?

Yes, very easily using an Add-a-Circuit fuse tap. Install it in any keyed fuse position, and run the jumper to the load side of the cig lighter circuit. I did this in my wife's H3 so she could use a GPS speedometer without it being on when not being driven.
