So my driver side rear window master switch will put the rear window down. But not up. I have to reach back into the back seat to put it up. Any quick fixes? Or do I have to get a new panel?

take it apart. theres these little white pins in there that look like the little battleship pegs... they are in there in specific spots so pay close attention to where they are and make sure you dont move any to different slots. there is 2 pins for that switch. one up, one down. look in there and see if maybe the pin needs re-seated or maybe theres some crap in there. the rocker pishes the pin which pushes a rubber pad which pushes a button thing on the control panel. just look and see if somethings come loose in there with the pin or something. exploratory surgery is free on these trucks. lol

The master switch panel was moved from the horizontal position to an angled position in 2008 ...perhaps to keep it cleaner?

I have been having problems with my switch panel and driver window. Driver window won't go down or up most of the time but occasionally tries to work. Ordered a new switch panel since my buttons had broken some how and now it won't lock with out a key in the ignition and my remote has no effect on the locks now with the new panel in there. It seems there is some programming and of some kind that doesn't work with my truck and aftermarket master panel. I never thought about a switch panel being such a pain in the rear.

Actually, it was 2007 and they were moved due to complaints about the location. You had to reach back with your arm to get to a switch. I hated them on my 2006, and glad to see them go.You had to drive one and use a switch to understand how terribly placed the switches were.
