Appropriately packed and cleaned I'm sure you could, but it'd take a lot of time to do it.

That's as bad as packing people into the dashboard of a van to sneak them across the border.

Being a handler myself, I'll put my money on a well trained dog any day. I've seen my K-9 partner and many others find stuff that was disguised like you wouldn't believe
