That's a fire extinguisher. Unless it's hooked up with a remote and hoses to spray all over the engine bay, I can't imagine the point of it being in there though...

I'm guessing he put there so if there's a fire the plastic top will melt and he will have an uncontrolled fire extinguisher spraying under the hood. I really don't understand why you would mount it there . If there's a fire you'll never get to it and the heat can't be good for it either.

Yes let's mount the fire extinguisher on top of the exhaust manifold right next to the pcm, what could possibly go wrong with that setup? That will be fun when the plastic top gets brittle from heat, explodes and leaves a giant mess and ruins anything electronic under there.
