What movie????

Anyone know what movie had a scene of a special ops team assaulting a government building at night. I think the scene was at the start of the movie, and I think they fast roped onto the roof. And I think they kidnapped someone. It was a fast moving assault. I think the movie came out in the early 90s. Any ideas??? I know that's not much info, but maybe a movie buff might know it?

I am usually pretty good at remembering movies but don't seem to recall this one.

It took place all over the world. I think it was a Tom Clancy type movie. I've been trying to remember it all day, but it's probably been 15 years since I've seen it.
